CAMP KANGLEON, Palo, Leyte –- The region’s top police official rallied the police officers of Police Regional Office 8 (PRO8) to perform their duties and obligation with integrity and commit themselves for an effective and efficient delivery of public service.

This is in support to the Philippine National Police (PNP) Patrol Plan 2030, a new program of the PNP to carry out its mandate.

“With the PNP Patrol Plan 2030, PNP now has a clear sense of direction and with a competent leadership to carry-out its vision towards a highly capable, effective and credible police service,” said Chief Superintendent Elmer Ragadio Soria, director of PRO8, during the opening ceremony of follow-up cascading of Enhanced PNP Patrol Plan 2030 at PRO8 Matapat Hall on Tuesday.

“The PNP is counting on your continuing commitment and firm resolve in our quest to institutionalize a performance-based public accountability aimed at instilling a transformation culture in the organization,” Soria told the participants composed of provincial and city directors and police chiefs in Eastern Visayas.

The Peace and Order Agenda for Transformation and Upholding of the Rule-of-Law or PNP Patrol Plan 2030 is the PNP’s roadmap in attaining a highly capable, effective and credible police service by year 2030.

The three-day cascading activity is administered by the PNP’s Center for Police Strategy Management, activated on December 15, 2011, the unit responsible for integrating, coordinating and monitoring activities across functions and other offices to ensure alignment of strategies, resources and operations of the transformation plan.

PRO8 also activated its Regional Strategy Management Unit on March 21, 2012 to oversee the plan implementation in the regional office down to station level.

Soria further directed his men to fully embrace the core messages of the transformation program and to strive to become the best that they could and encourage stakeholders’ support to the successful operations and implementation of various programs the PNP.

“By sustaining public information and dialogue and gaining public trust and confidence through positive performance, these would in return sustain partnership and collaboration between the PNP and its stakeholders,” the police official said.

The CODE-P program of PNP Chief Alan Purisima is incorporated to the Patrol Plan 2030, Soria further informed.

CODE-P stands for Competence, Organizational Development, Discipline, Excellence and Professionalism. (Leyte Samar Daily Express)
