Sectoral leaders, reps to attend consultation on SK-A A +A

SECTORAL leaders and representatives in Eastern Visayas will converge in a regional consultation on issues related to the Sangguniang Kabataan (SK), an official of the Department of the Interior and Local Government (DILG) said.
DILG-Eastern Visayas Director Pedro Noval Jr. said youth, local government and agencies involved in youth development, civil society, media, council representatives and key political leaders will gather on August 23 to come up with a position paper on the SK issue, which shall be submitted to DILG central office as part of a nationwide series of consultations for consideration in the department’s eventual recommendation to Congress.
“We will elicit a broad-based consensus whether to support the abolition or reform of the SK and whether or not the SK elections slated on October 28 should push through,” Noval added.
During the consultation, the group shall be presented with the pros and cons of the proposed abolition or reform of the SK.
Discussion on whether the SK is effective or ineffective is a way of promoting youth leadership and engagement.
Noval said should the group recommend for SK reforms, these should be identified and if the recommendation is for postponement of the SK, then an alternate schedule should be proposed.
Several bills have already been filed in Congress calling for either the reform or abolition of the SK, citing its allegedly being a breeding ground for corruption, political maneuvering, low turnout of voters, to name a few.
Others, however, said that it is a good training ground for future leaders, propose reforms to include increasing the age level, providing safety nets on the use of the 10 percent SK funds, and even an overhaul of the youth political system, among others.
The SK serves as the youth legislature, elected from the Katipunan ng Kabataan who are barangay residents aged 15 to 17 years old. It implements local youth programs and projects in the barangays. The SK chairman serves as an ex-officio member of the barangay council, with municipal, city and provincial SK federation presidents likewise getting to represent the sector in their respective local legislative councils.
