Official: 3 Leyte projects affected by TRO-A A +A

THREE projects from the 1st Leyte Engineering District are affected by the Supreme Court’s issuance of temporary restraining order (TRO) on the projects funded by the Priority Development Assistance Fund (PDAF), said Engr. Angel Sia.
Sia, who is the district engineer of the 1st Leyte Engineering District, said the affected projects are: the P1.4-million worth of school building in Barangay Tacuranga, Palo; concreting of Barangay Cabuynan, Tanauan which is worth P500,000; and the repair of the Leyte division office in Candahug, Palo which is worth P600,000.
First Leyte Engineering District covers the municipalities of Babatngon, Palo, Tanauan, Tolosa, Sta. Fe, Alangalang, and San Miguel.
“What I am doing now, per instruction of my department, is that I have to see to it that the Special Allotment Release Order (Saro) will be obligated not later than October 31, 2013 otherwise it will expire,” Sia said.
For the meantime, while the TRO is in effect, we are bidding short of award, in case the TRO would not be lifted we cannot award the project, Sia said.
So far, all other projects that was funded with Representative Ferdinand Martin Romualdez’s PDAF that is not covered by the TRO being implemented.
Department of Public Works and Highways Secretary Rogelio Singson has issued a memorandum regarding the implementation of the PDAF-funded projects.
The TRO issued by the Supreme Court mandated the Department of Budget and Management not to release fund for projects within 2012 and 2013, until the TRO is lifted. (Leyte Samar Daily Express)
