Thursday, October 24, 2013
MEMBERS of the Provincial Board (PB) of Eastern Samar led by Vice Governor Marcelino Picardal witnessed how the paperless system works for Leyte’s PB regular sessions at the provincial legislative on Tuesday.
Eastern Samar board members wanted to see how the paperless system works for their Leyte counterparts, while mulling the idea to use the same during their sessions.
The board members saw how their tables where occupied with only tablets to see and study the agenda for the session.
The institutionalization of the paperless system in the PB is part of the Provincial Government’s advocacy in preserving the environment and in compliance with Republic Act 8972 or the Philippine Electronics Commerce Act of 2000.
Leyte Vice Governor Carlo Loreto, meanwhile, said the paperless system made their legislative work easier, because they are able to avoid the submission of documents.
Loreto said the paperless system introduces a real time transmission of the agenda and all matters that has to be considered during the regular sessions of the board to the presiding officer, the members of the PB, and to all concerned.
Other notable advantages include the faster and more efficient session process, faster retrieval of documents, easier data management, and no more storage hassle.
When the system is fully perfected, the Leyte Provincial Board will be able to cut approximately 70 percent operating expenses in terms of using the ink, paper, and photocopying.
The implementation of the paperless system has been initiated during the term of then Vice Governor Mimietta Bagulaya, who now sits as board member of Leyte’s third district. (Leyte Samar Daily Express)
