ABOUT 30 percent of tents collapsed and over 1,000 people were evacuated in Guiuan, Eastern Samar due to Tropical Depression Agaton, which was recently downgraded to a Low Pressure Area.

Last January 18, four out of five evacuation centers were forced to close and 295 families were evacuated from the ESSU Tent City to unoccupied bunkhouses and private warehouses.

Some evacuation centers in Tacloban City, one of the Typhoon Yolanda-ravaged areas, are likewise experiencing flooding.

The stormy weather also hampered relief operations, including the processing of commodities in the Tacloban and Guiuan ports for onward distribution through partners.

According to the Shelter Cluster, the storm has damaged or destroyed emergency shelter materials, which will need to be replaced.

The storm also affected health provision, and floodwaters contaminated water supplies in some areas.

The bad weather also flooded and damaged several temporary learning sites, adversely affecting school attendance for the week, particularly in Eastern Visayas, the weekly situation report released by the United Nations Office for the Coordination of Humanitarian Affairs stated.

The Department of Social Welfare and Development said shelter concerns remain paramount, especially for the 26,000 people who are still in evacuation centers across Western Visayas, Central Visayas, and Eastern Visayas.

The evacuees have been accommodated in schools as they are from “no-build” zones or areas prone to flooding.

With this, more guidance and clarity on “no-build zones” in the above-mentioned regions has been requested, while humanitarian partners are working with local authorities to advice on standards, shelter design and beneficiary selection. (Rowel C. Montes)
