Project monitoring team activated

THE Zamboanga City Government has activated a monitoring team to ensure the proper implementation of all city-funded infrastructure projects.

Mayor Ma. Isabelle Climaco-Salazar said the activation of the monitoring team is to prevent contractors from abandoning the implementation of the projects after collecting the mobilization fund.

Salazar said the team will inspect and evaluate all of the projects being implemented and can recommend “what needs to be done, what are the legal impediments so it can be corrected so that the projects will be (fully) implemented.”

Under the existing law, Salazar said the city is required to release to the contractor the mobilization fund, which is 15 percent of the total cost of a particular project, before its actual implementation.

She said the mobilization fund is to enable the contractor to mobilize machineries and workers to start the implementation of infrastructure project.

However, she noted there were infrastructure projects that were unfinished and abandoned by the contractors after collecting the mobilization fund.

She added the contractor disappears after collecting the 15 percent mobilization fund.
