3 weeks after release, ex-con shot at home

AN EX-CONVICT who was recently freed from the Cebu City jail was shot and killed in Sitio San Roque, Barangay Lorega-San Miguel yesterday dawn.

Just three weeks ago, Bryan Jumag, 33, was released from the city jail, where he had done time for possession of drug paraphernalia, a violation of the Comprehensive Dangerous Drugs Act of 2002.

It was around 1:10 a.m. when two men knocked on the door. They had covered their faces. Once they walked past Jumag’s live-in partner, one of them asked him a question.

Ikaw si Bryan? (Are you Bryan?),” the gunman allegedly asked.

O (Yes),” answered the victim, who was half-asleep.

He was shot twice in his head, and the unidentified assailants walked calmly outside to a waiting motorcycle.

After his release, Jumag was encouraged to surrender to the police as part of Oplan Tokhang but did not submit himself. He was reportedly worried that the police would still put him under surveillance.

Geronimo said that investigators are looking into the angle that the case was drug-related because the victim was included on the watch list of the Parian Police Station as a suspected drug personality.

The homicide investigator reminded the public to be extra careful.

Police found two empty shells fired from a caliber .45 in the crime scene.

Meanwhile, Cebu Gov. Hilario Davide III said that while he doesn’t condone extrajudicial killings, he also recognizes the right of law enforcers to defend themselves.

Davide said he was inclined to believe the theory that members of drug syndicates are killing their rivals or their own subordinates, “aron dili mokanta” (to keep them from squealing to the authorities).

The Cebu Provincial Police Office (CPPO) is keeping track of the drug-related deaths, based on spot reports from police teams and statements of survivors, said Supt. Brindo Nacario, chief of operations and plans.

Nacario said that three big-time drug dealers in Cebu have already been neutralized: Jeffrey “Jaguar” Diaz is dead; Alvaro “Barok” Alvaro is in prison; and Franz Sabalones has surrendered to PNP Chief Ronald de la Rosa.

Some of the killings, he added, may be part of an effort to silence potential witnesses against other players in the illegal drug trade or some police officers.

But most of the killings are triggered by competition or misunderstanding among drug pushers, Nacario also said.

One was recently shot in Moalboal and another in Tuburan because they they failed to remit their drug earnings.

In a case in Talisay City, suspected drug dealers who also happened to be neighbors fired at each other because of competition. Both survived.
