New road connecting new port and bridge being studied

THE Department of Public Works and Highways (DPWH) is studying the possibility of building a wide road that will connect the New Cebu International Container Port (NCICP) and Marcelo Fernan Bridge for faster delivery of imported cargo to the Mactan Economic Zone.

Engineer Nonato Paylado, DPWH 7 chief of planning and designs division, said the planned road network was already discussed by DPWH and National Economic and Development Authority (Neda).

DPWH officials will soon meet with representatives of the Cebu Port Authority (CPA), which will construct and operate the new port, to discuss the construction of roads to connect the port.

The Investment Coordinating Committee-Cabinet Committee (ICC-Cabcom) approved the container port project last Sept. 28 after the CPA complied with all the requirements.

The ICC-Cabcom has forwarded its approval of the project to the Neda Board chaired by President Rodrigo Duterte for final approval.

Col. Oscar Lopez, CPA port manager, said the construction must begin “as soon as possible” because they a new port is badly needed.

“The volume of imported cargo is increasing and the release of container vans from the existing Cebu International Port has affected the traffic,” Lopez said.

Lopez said that the estimated period of construction of the new port is about two to three years.

Paylado said that DPWH is now working on a feasibility study (FS) to determine the best alignment for the upcoming NCICP.

The road along Tayud, Consolacion and Tayud, Liloan may be the most feasible alignment to the new port.

However, Paylado said the foot of Cansaga Bridge could also be an option because it is about 300 meters away from NCICP.

From NCICP, it will go back to the alignment of the Tayud-Consolacion-Liloan Road near the Suba Bridge in Liloan.

“That is Alighment C-1. But there are other alignments that are being considered now because Alignment C-1 will pass subdivisions. There is a possibility that we go offshore, which is nearer to the new port,” Paylado said.

“I think it will involve four or five alignments that we are studying. Based on the result of a feasibility study, we will definitely know what will be the most feasible alignment,” Paylado said.

Paylado raised the possibility of having a second bridge in Cansaga. This is the alignment that they are trying to include in the feasibility study.

“That is just an idea. But of course, in the detailed engineering phase or in the feasibility, we will be able to determine whether a new road will pass under Marcelo Fernan Bridge or connect to the bridge so delivery time of cargo can be shortened.

“We are working one step at a time. After completing the TOR (terms of reference), we will submit it to our central office for favorable consideration for funding of the FS alone. Once we already choose the alignments, the subsequent steps would now involve setting up funding for the road project,” Paylado said.
