A TOTAL of 22 resolutions and seven ordinances were proposed by selected local boy and Girl Scout officials in last Monday's council session.
The activity was part of the city’s annual Scout Officials for a Day (SOFAD) program in celebration of National Scouting Month.
Proposed measures include the prohibition of the sale of electronic cigarettes or vapes to minors and the unloading/loading of passengers of public utility vehicles and private vehicles in the middle of the road. Both ordinances were introduced by scout councilor Mary Vhernadette Ignacio.
Resolutions for the conduct of teenage pregnancy and illegal drugs use symposium in all city high schools; enjoining the Department of Health and City Health Services Office to provide anti-dengue packets in each barangay every month; and the repair and rehabilitation of the overpass between City Hall and the Baguio City Police Office (BCPO), were proposed by scout councilor Amir John Quiambao.
Scout councilor Justine Didulo introduced resolutions requesting city schools not to give assignments or homework on Fridays and for the BCPO, Traffic Management Unit to strictly implement the No-Overloading Policy for public utility jeepneys in the city.
Scout councilor Jermaine Dorothy Tan filed an ordinance amending certain provisions of ordinance no. 15, series of 2000, to include computer shops and arcades in the regulation of its operations, especially in the case of minors. She also proposed a resolution requesting the city government to grant the Boy Scouts of the Philippines a campsite for camping, jamborees and other scout-related activities for a term of 10 to 20 years under a memorandum of agreement with the condition that in exchange for the grant, the Boy and Girl Scouts of the Philippines shall be in charge of its maintenance.
Resolutions urging all administrators of educational institutions, owners of buildings/ establishments, residential houses and homeowners associations to become benefactors of the adopt a waiting shed program; requesting the City Mayor to ensure the protection, preservation and maintenance of Melvin Jones Grandstand and Football Field by including in the city government budget and annual maintenance fund for its preservation and maintenance; and urging all owners, business establishments operating within the city to stop using plastic bags and instead use containers or bags that are eco-friendly were filed by Scout councilor Rena Danielle Perez.
Scout councilor Rheymark Gonatice filed resolutions expressing the city government’s support for the immediate passage of a Senate Bill instituting the Boy Scouts of the Philippines Chapter; and requesting the Mayor to consider as priority projects the purchase of brand new radio transceivers and hand-held radio transceivers complete with communication accessories to be used by barangay officials and tanods.
Resolutions calling for the strict implementation of the curfew hours for minors by the city police and barangay officials; and prohibiting minors and those who are in school uniforms to enter and play in various game and amusement establishments in the city during and after school hours were proposed by scout councilor Luz Clarita Tan.
Scout councilor Francis Vhan Pascual filed resolutions enjoining the Traffic Management Authority to enforce, by way of a month-long experimental traffic scheme, a one-way descending vehicular passage at Session Road, from the rotunda circle to Malcolm Square; and calling on the city government, through the City Environment Parks and Management Office, to undertake an immediate rehabilitation program of the skating rink at Burnham Park, allocating available funds for the purpose.
Ordinances requiring transport groups to place a directional printed name tags at their vehicle’s wind shield and the city tourism office to place maps/directional advisory/signboards on all roads/streets leading to tourist spots, government offices and schools; and providing scholarship programs to all officers and members of the Boy Scouts of the Philippines-Baguio, in the amount of P3,000 per semester, while enrolled from K to 12 to college; and resolutions requesting the mayor as chair of the Traffic and Transportation Management Committee, to conduct a study on the feasibility of installing audible pedestrian traffic signals on the city’s pedestrian lanes; and requesting the Voice of America Open Ground and Scout Barrio Open Field as official campsite for the Girl/Boy Scouts of the Philippines-Baguio chapter, were proposed by scout councilor Jhamel Dave Piog.
Scout councilor Victor Juwan Thomas Ragasa authored ordinances requiring all barangays in the city to establish PNP desks in their respective barangays; and the installation of speed bumps or humps on all pedestrian lanes in the city.
Resolutions requesting the city government to designate loading and unloading zones in jeepney stations along Trancoville for handicapped, differently-abled persons and senior citizens; and reiterating the strict implementation of ordinance number 7, series of 1984, adopting a comprehensive transportation and traffic regulations system in the city, were filed by scout councilor Abby Loren Sario.
Scout councilor Karl John Santos authored resolutions requesting the Traffic Management Unit to provide a Real Time Road Traffic Control System; and requesting the Department of Education for the establishment of “plastic school”. (Gaby Keith/PIO)
