THE Bacolod City Council approved a resolution urging the Department of Public Services (DPS) and the Solid Waste Management Office (SWMO) to submit a report on the garbage collection performance of IPM-Construction Development Corporation (IPM-CDC).
The resolution, authored by Councilor Renecito Novero, stated that on August 30, 2016, a contract of service was entered into between the city and IPM-CDC.
Under the contract, the IPM-CDC undertook to provide waste collection and cleaning services consisting of cells city wide composed of main and secondary roads and subdivisions in accordance with schedules and guidelines provided by the city.
This also includes a mode collection in accordance with the provision of Republic Act 9003 or Ecological Solid Waste Management Act regardless of the number of trips, and shall dispose the same to the Barangay Felisa dumpsite or to such other government authorized disposal site as the city may designate, it added.
The contract was signed by Mayor Evelio Leonardia upon authority of the City Council Resolution No. 09-16-512 dated August 30, 2016.
The resolution enjoined the SWMO and the DPS to submit a monthly monitoring report informing the City Council of the activities and accomplishment of the contractor.
The resolution stated that to date, no such monitoring report has yet been submitted by the DPS and SWMO.
Councilor Ricardo Tan had earlier expressed dissatisfaction over the performance of the IPM-CDC in addressing the garbage problem in the city.
Tan said he expected that the SWMO and DPS to submit their monitoring report on October 2 for discussion during the regular session, but no report was submitted.
He also said that the IPM-CDC’s performance is a failure.
Nelson Sedillo, head of DPS, had earlier said he already submitted the report to the City Mayor’s Office.
