4P’s beneficiaries to receive rice subsidy

PANTAWID Pamilyang Pilipino Program (4Ps) beneficiaries will receive rice subsidy of 20 kilos per household starting 2017, according to Benguet Provincial Social Welfare Development Officer Juana Bannawe.

With NFA rice sold at P27 to P33 per kg, the government may spend almost P1,320 for each Conditional Cash Transfer (CCT) family or about P5.808 billion for all 4.4 million beneficiaries.

u201cAside from this benefit of 4Ps, they are automatically members of PhilHealth program, but there will be no more expansion of beneficiaries under the program because the government needs to clear all the list of beneficiaries,” Bannawe said.

Bannawe further cited there are 10,890 household beneficiaries of the 4Ps in the province from the registered 63,123 households, compared to the 11,309 households when the program started.

A 4Ps household is entitled to receive health grant of P6,000 and education grant of P3,000 in a year.

Meanwhile, the Bridging Program for Filipino Families in Benguet has currently employed locals as National Household Targeting System for Poverty Reduction (NHTS-PR) evaluators of poor families in the country.

u201cDuring the second round of NHTS-PR, DSWD has already hired local people to do the interview. If our client can understand each other then better, they could relate well, constituents can easily understand the assessment queries,” she stated.

Bannawe further clarified the locals who does the interviews has made the validation easier and were able to get more genuine answers from the respondents.

Previously, during the first NHTS-PR assessment, there were some complaints enumerated such as proper selection of beneficiaries and hiring locals for the positions.
