Guv orders stricter CPDRC visit rules

IF CEBU Gov. Hilario Davide III had his way he would recommend for the suspension of the jailguard, whose sick prisoner he was watching in the hospital escaped last Nov. 26, but was captured last Nov. 28.

The governor also urged partners who are visiting their inmate husbands at the CPDRC to produce marriage contract or barangay certification that they are live-in partners if they wish to use the facilities’ conjugal rooms.

Aside from security, the Capitol wants to ensure the inmates’ health. This is why inmate Efren Lariosa, stricken with cancer, was confined at the Vicente Sotto Memorial Medical Center when he escaped.

Capitol’s committee on discipline and investigation (Codi) is now investigating Cebu Provincial Detention and Rehabilitation Center (CPDRC) jailguard Armando Dinglasa.

The governor will wait for the result of the investigation and its recommendation.

“I told him to suspend the guard, iya na man tingali gi-submit sa Codi for investigation, kinahanglan disciplinary actions sa guards nga remiss in their duties,” Davide told reporters.

Davide urged reporters to also ask Macato for his recommendations on the erring jailguard.

Strict

The governor urged jailguards to be strict in carrying out their duties.

He said there were instances when commercial sex workers get inside CPDRC, then transfer to the city jail, and that some jailguards knew about this.

He said it is also the Province’s responsibility to ensure each prisoner’s hygiene, since it will be the Province’s problem if inmates get sick.

The governor’s call came after the son of former Talisay City mayor Joavan Fernandez was visited by his wife, who got arrested for allegedly carrying a fake marriage license.

But Fernandez wife Virgie Desuyo, 33, insisted that his documents were original and that she had been using it each time she visited Joavan.

Arresting officer PO1 Mark Henry Virtudazo insisted that it was fake, so he arrested her and filed a case against her.
