IN CELEBRATION of the International Day of People with Disability (PWD), Councilor Arthur Allad-iw, who chairs the council committee for PWDs is pushing for a stronger national and international laws by enacting ordinances to help PWDs in the city.
“When it comes to the rights and welfare of the persons with disabilities, although we have the United Nations Conventions on the Rights of Persons with Disabilities (UNCRPD) and we have national laws, these are actually to be realized on the ground and our role as a member of the city council is to introduce local legislation,” Allad-iw said.
Allad-iw said there are at least 1,000 PWD’s recorded by the City Social Welfare and Development Office but is pushing to have accurate profiling of all barangays in the city after his proposed ordinance passed second reading.
The ordinance will identify the strengths and weaknesses of PWD’s in the city.
Allad-iw is also pushing to have a local ordinance granting a 20 percent discount for PWDs on basic goods and services as well as the giving of library assistance for the blind in the city library.
The lawmaker is also pushing to strengthen the ordinance on accessibility earlier introduced by councilor Joel Alangsab.
Allad-iw also called on the various groups of PWD’s to have support for the establishment of the Person with Disability Affairs Office (PDAO) in the city which will help in promoting different activities.
On December 3, Saturday Allad-iw, together with Commission on Human Right Cordillera director Rommel Daguimol will hold a forum on PWDs at the Sangguniang Panglungsod Session Hall from 10:00 a.m. to 12:00 noon.
