Bill creating 2nd engineering office filed

DISTRICT 1 Representative Celso Lobregat filed House Bill (HB) 4579, which seeks to create a separate district engineering office of the Department of Public Works and Highways (DPWH) in the First Legislative District of Zamboanga City.

Lobregat said HB 4579, titled “An Act Creating a Separate District Engineering Office of the Department of Public Works and Highways in the First Legislative District of Zamboanga City and Appropriating Funds Therefore,” was passed on the first reading and was referred to the House Committee on Public Works and Highways, which he also chairs.

He said the creation of a new and separate District Engineering Office (DEO), which is to be based in the village of Calarian, Zamboanga City, is necessary to ensure more efficient and effective management, maintenance and implementation of public works projects.

At present, the existing DEO of the DPWH located in the village of Divisoria caters to all the infrastructure needs of the entire city.

Lobregat said maintaining a single DEO, which simultaneously serves the needs of two legislative districts, is no longer viable considering the development and land area of Zamboanga City. A separate DEO for Zamboanga City is now necessary.

Furthermore, the District 1 representative said the budget and number of projects of DPWH for Zamboanga City has doubled since 2014.

The DPWH requires new engineering districts to have at least 100 kilometers of national roads, 100 square kilometers land area and a population of 250,000, among other factors.

Lobregat said all the requirements have been substantially met by Zamboanga City.

Once enacted into law, the DPWH secretary shall immediately include in the agency's program the funds necessary for the implementation of HB 4570, which shall be included in the annual General Appropriations Act.

Lobregat said this will include the position of a new district engineer and a minimum plantilla compliment of engineers and administrative staffs. (Sunnex)
