Firm submits 4 designs for Capitol’s 12-level project

FOUR drafts of feasibility studies (FS) for the construction of a 12-storey building within the Provincial Capitol compound were submitted by A.S. Enriquez Engineering Consultancy to Gov. Hilario Davide III yesterday.

These contain the possible designs for the building, the area that will be used, number of parking spaces, commercial spaces and government spaces, and the minimum or maximum number of floors.

In a press conference after his closed-door meeting with Architect Apollo Enriquez, Davide said they will choose one draft for the project and submit it to the Provincial Board for approval.

After it is approved, the Provincial Government will decide whether the building will be constructed through a private-public partnership, build-operate-transfer scheme or by administration using Capitol funds.

A.S. Enriquez won the consultancy bidding for the project last year. It is a P52-million package that covers the FS, detailed architecture and engineering design and construction supervision.

Siegfred Sepe, head of the Provincial General Services Office, said the firm will have to come up with a financial FS for the project six months after the draft’s approval.

Provincial Administrator Mark Tolentino said the architects will go into the details of the proposed building once the Capitol will be able to give its inputs on the chosen design.

“If we decide that we want to build a 20-storey building, they can come up with a more detailed engineering work,” he said.

Under the terms of reference for the building, Tolentino said the minimum requirement is 12 storeys.

However, A.S. Enriquez suggested that Capitol build more than that so it will be more beneficial to the government.

Once the construction of the building starts, the Cebu Provincial Engineering Office will supervise and monitor the project.
