MEMBERS of the City Council is set to file two proposed resolutions following the untimely transfer of traffic officer SPO3 Aberto Tadeo in Apayao.

Councilor Leandro Yangot Jr. filed Monday a resolution inviting in aid of legislation Police Regional Office Cordillera Administrative Region (PRO-Cor) regional director Chief Superintendent Elmo Francis Sarona, and PRO-Cor Deputy regional director for operations Senior Superintendent Angelito Casimiro, to shed light on the reassignment of Tadeo.

In the resolution, Tadeo who was a veteran traffic enforcer of Baguio City Police Office Traffic Management Unit (BCPO-TMU) is feared by most Baguio City motorists for his steadfast and uncompromising implementation of traffic laws, rules and regulations of Baguio City.

The transfer of Tadeo drew the attention of local residents who expressed their disgust and disappointment via social networking sites after he alleged apprehended the driver of a high ranking PNP official for violating the number coding ordinance of the city.

The Traffic Transportation and Management Committee (TTMC) of the city government of Baguio also expressed its disappointment thru the passage of a resolution condemning the relief and transfer of SPO3 Tadeo when he was just faithfully discharging his duties and functions.

Baguio City Mayor Mauricio Domogan said the traffic enforcers in the city are now demoralized because they can be easily be reassigned to a remote place and render them ineffective simply because they had been doing their job in apprehending influential traffic violators.

In the resolution, Tadeo's untimely transfer was made during the influx of local and foreign tourists, thus, the need for traffic enforcers not only because of their experience in managing traffic situations in the city but also those who perform with utmost dedication, sincerity and impartiality.

The resolution also stated the City Council of Baguio must be properly informed and apprised of the official procedures and processes involved in the transfer or reassignment of PNP personnel especially for cases relative to the situation of Tadeo.

A resolution was also authored by Councilor Edgar Avila but to be authored by all members of the local legislative body declaring Senior Superintendent Gregorio Lim, deputy regional director for administration of PRO-Cordillera as "persona non grata" in Baguio City for abuse of power.

In the resolution, while the transfer of personnel is a prerogative of the PNP and no doubt, uniformed personnel could not question the same, it points out the proximate cause of the transfer of SPO3 Tadeo was his apprehension of the motor vehicle of S/Supt Lim, who is so full of himself that he feels entitled to a privilege not given to ordinary citizens of the city.
