Ecola hearing set January 26

THE Bacolod City Council committee on education will hold a public hearing on the delayed release of emergency cost of living allowance (Ecola) of public school teachers at 2 p.m. Thursday, January 26, at the session hall.

The hearing will be presided by Councilor Renecito Novero.

Jose Mario Española, fiscal clerk II of Management and Audit Services Division, said Tuesday that he received the notice of hearing on Monday, but he could not attend due to health reasons.

He said he already informed the office of Novero that he cannot come.

Last week, hundreds of public school teachers held a "silent protest" at the Bacolod Government Center, urging Española and City Accountant Corazon Cardel to obligate their payrolls and release their Ecola.

Gualberto Dajao, president of Bacolod City Public School Teachers Federation, earlier said that Española allegedly failed to act on their payroll from the second to fourth quarters of 2016.

The Ecola is sourced from the Special Education Fund and General Fund.

Teachers hired in 1997 and earlier receive P2,100 from the SEF and P3,900 from General Fund, or a total of P6,000 every quarter.

"Those who were hired in 1998 and up are not entitled to receive from the SEF because there is no legal basis," he said.

Moreover, Councilor Claudio Puentevella said his office did not receive any communication for the scheduled hearing, but he is glad that the City Council is doing something to solve the problem on the teachers' Ecola. (MAP)
