Arayat town resumes noisy muffler hunt

ARAYAT – Town authorities here may have been lenient in apprehension during the New Year revelry, but firmly resumed a resolute stand against motorcycle drivers who are using modified mufflers.

Authorities of the Arayat Traffic Management Unit opened the flag ceremony on Monday by presenting January’s share of confiscated modified mufflers to town officials led by Mayor Emmanuel “Bon” Alejandrino, Vice- Mayor Monching Changcoco, Sangguniang Bayan members and barangay captains at the front of the Arayat Municipal Hall.

The traffic management officials were stationed throughout major highways and checkpoints around town.

The town authorities strictly implement the Ordinance No. 002, Series of 2004, otherwise known as “An Ordinance Regulating the Use of Mufflers and to Maintain the Use of Silencers among Motorized Vehicles.”

The said ordinance states that “it is unlawful for owners, drivers, or users of motorized three or two wheeled vehicles absolute to use noise-producing mufflers… and not to use silencers”.

Persistent motorists may find themselves confiscated of their driver’s license punished by a fine of more than P1,000 - or a maximum imprisonment of seven days or more than 30 days or both at the discretion of the court.

Owners and operators of motor vehicles within the town should also ensure that their motorcycles comply with the exhaust emission standards as set by Republic Act 8749, also known as the “Philippine Clean Air Act of 1999”.

President Rodrigo Duterte made a statement back in June 2016 that he hates loud and deafening blasts of motorcycles due to modified mufflers. Being known to patrol his city in a motorcycle as the mayor of Davao City before, Duterte indicated that Anti-noise pollution is one of the administration’s priorities.
