THE Bacolod City Bids and Awards Committee (BAC) is set to hold the bidding for environmental and sanitary services on February 20.

BAC acting chairman Maphilindo Polvora said Tuesday they already published the schedule of bidding, and before that the pre-bidding conference will be held on February 6.

Polvora, who heads the City Assessor's Office, was designated as acting BAC chairman while lawyer Goldwyn Nifras is still on leave.

He said that Mayor Evelio Leonardia also assigned three alternate members of BAC, including Atty. Allyn Dignadice of the City Administrator's Office, Sally Abelarde of the Department of Social Services Development, and Engineer Noel Impreso of the City Engineer's Office.

Nifras, along with the three BAC members Nelson Sedillo, Jaries Encabo, and Melvin Recabar, went on leave after the Office of the Ombudsman issued a dismissal order against them for the procurement of furniture and fixtures amounting of P50 million between in 2008.

Polvora said the bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the implementing rules and regulations (IRR) of Republic Act 9184 or the Government Procurement Reform Act.

The City Government through the City Council intends to apply the P150 million being the approved budget for the contract (ABC) to payments under the contract for environmental and sanitary services. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Interested bidders may obtain further information from the BAC Secretariat and inspect the bidding documents.

A complete set of bidding documents may be purchased by interested bidders on January 27 to February 20 at the Bacolod Government Center and upon payment of a non-refundable fee for the bidding documents in the amount of P50,000.
