Jail guard faces probe

THE Cebu Provincial Detention and Rehabilitation Center (CPDRC) is investigating a jail guard who was on-duty when an inmate tried to escape last Tuesday.

While facing the investigation, Provincial Jail Officer 1 Elvin Baisac will still report for work, said CPDRC Jail Warden Romeo Manansala.

Baisac, who is assigned at the facility’s quadrangle gate, thought that inmate Rey Ann Rosales (not Reyan as earlier reported) was a visitor as the latter was not wearing the CPDRC inmate’s uniform.

Manansala said the investigation would determine if Baisac committed negligence when he failed to immediate verify the identity of the inmate.

Manansala said that the investigation will be finished in a week, and the result of the investigation will be forwarded to the Capitol’s committee on discipline and investigation.

The committee will also have its own investigation and will recommend for a possible sanction against Baisac.

“Since the inmate was not able to escape, the jail guard might just face a suspension,” Manansala told reporters.

He said Baisac has been serving CPDRC since early 1990s.

Rosales, 24, was at the jail quadrangle together with the other inmates past 1 p.m. He then passed through the quadrangle gate and went straight to the main gate where he was caught. The jail guard assigned at the main gate noticed that Rosales did not bear a mark in his arm that would indicate that he was a visitor.

Rosales, who has been detained since December 2014 for drug-related charges, also failed to any identification cards.
