Child abuse, torture raps filed vs teacher

THE Commission on Human Rights (CHR)-Negros Occidental filed on Tuesday a complaint before the Office of the Ombudsman against a teacher in Bacolod City who allegedly ordered her pupils to beat their classmates inside the classroom.

CHR provincial head Romeo Baldevarona said Rowelyn Bolinas of Rizal Elementary School is facing charges for violation of Republic Act 7610 or Special Protection of Children Against Abuse, Exploitation and Discrimination Act, and Republic Act 9745 or the Anti-Torture Act of 2009.

Baldevarona said he agreed with the Women and Children Protection Desk of Bacolod City Police Police Office that the CHR will file the complaint based on the sworn statements of the nine-year-old victim and her aunt Merly Obina.

He said a copy of the complaint was furnished to school principal Dennis Estaniel and to Bolinas, who has been relieved from her assignment as section adviser.

Attached to the affidavits of the victim and her aunt is the police blotter report on the incident on February 6, where the victim with her three other classmates were beaten up using glue sticks by their classmates upon the order of their teacher.

The pupil-complainant sustained contusions and hematoma in her buttocks. (TDE)
