Councilor urge public to follow road closure rules

DAVAO City councilor Conrado Baluran reminded the public to strictly adhere to the guidelines set on road closure and opening.

Baluran in a press conference last week reminded the public of the five requirements to close and open roads.

These include: letter of request, barangay resolution/certification/letter of request signed by the barangay captain requesting for road closure, sketch of road to be closed, coordination letter addressed to the city mayor's office through the City Transportation and Traffic Management Office (CTTMO) for road closure, and affidavit of undertaking.

Baluran said he observed that some barangays do not properly follow the requirements that have been set.

He, however, refused to name the barangays who are not following the rules.

Baluran said the local government code gives the authority to an LGU to permanently or temporarily close or open any local road, alley, park, or square falling within its jurisdiction.

Section 21 of the Local Government Code said no national or local road, alley, park, square shall be set temporarily closed for athletic, cultural, or civic activities not officially sponsored, recognized, or approved by the local government.

As the chair of the committee of public transport and communications, Baluran recently passed a resolution ordering concerned agencies to make a survey on government roads which are illegally used as basketball courts or used as a squatters’ area. (KVC)
