THE Baguio City Council approved on first reading a proposed ordinance appropriating P3 million from the general fund for the installation of roofing for the overpasses located at Abanao Street and Legarda Road near Baguio Central School and city hall.

Authored by councilor Lilia Fariñas who chairs the local legislature’s committee on social services, women and urban poor, the measure points out the overpasses do not have roofing to protect pedestrians from the sun and rain.

The proposed ordinance cites the general welfare clause of the Local Government Code of 1991 where it states, among others, that local government units should ensure and support the health and safety of their inhabitants.

“There is a need to install roofing to these pedestrian overpasses as these are being used not only by adult pedestrians but also children and senior citizens,” it states.

If approved, the ordinance tasks the city engineer’s office (CEO) as the implementing agency to cause the installation and/or construction of roofing of the overpasses in accordance with National Building Standards.

The CEO will also guarantee the project’s reliability and resilience by careful scrutiny and regular inspection, among other responsibilities. (Gaby Keith/PIO and Rebecca Tial/PIO Intern)
