Improper waste disposal blamed for flooding

THE Cebu City Government will place on standby 15 Kaoshiung buses to ferry passengers who may be stranded should heavy downpour be experienced today.

This, after yesterday's early morning downpour swamped most of the lower lands with ankle-deep flood, leaving many commuters in the city stranded.

“It's quite clear that the flooding was caused by irresponsible disposal of garbage. It wasn't really a heavy downpour, but the trash has clogged up our drainage system's waterways,” said Councilor Dave Tumulak.

Tumulak, who heads the committee on public order and safety, said that it's high time people dispose of their trash responsibly and abide by the City's rules and regulations on garbage management.

He said that if improper waste disposal continues, the flooding situation will worsen, and will have adverse affects not only to commuters but to the city's economy.

The areas that were greatly affected yesterday included MJ Cuenco Ave., Sanciangko St., Tagunol area and Sabellano St.

Piles of rubbish were seen scattered all over these areas when the floodwater subsided, Tumulak said.

“Were working on improving our drainage system. The people should also instill discipline,” he said.

While there were no reported incidents of landslides and flash floods yesterday, residents of the mountain barangays are advised to leave their houses and seek safer ground should water levels rise and they feel earth movement.

All officials of the city's 80 barangays have been instructed to activate their barangay disaster councils to fast-track their response time and facilitate the use of funds should the situation call for it.
