Submission of qualification docs for airport dev't project extended

The Department of Transportation (DOTr) has extended the deadline for the submission of qualification documents of prospective bidders for the Davao Airport Operations, Maintenance and Development Project to June 15, 2017 from May 11, 2017.

The Francisco Bangoy International Airport (FBIA), also known as Davao Airport, is among the airports the government is bidding out for development, operations, and maintenance. The other airports included the Laguindingan Airport, Bacolod-Silay Airport, Iloilo Airport, and the New Bohol Airport.

The Davao Airport Operations, Maintenance and Development Project has an indicative cost of P40.57 billion.

The project will include the development, operations and maintenance of the existing Davao Airport facilities; expansion or construction of new passenger terminals, along with all associated infrastructures, facilities and equipment as per applicable standards; and enhancement or development, operations and maintenance of landside facilities and airside facilities to meet the enhanced scale of operations at the airport.

However, air traffic control and air navigation services are excluded from the project scope.

According to the Public-Private Partnership Center, the project "aims to decongest the airport which is currently operating beyond its capacity, enhance operating efficiency, safety and security, improve customer amenities and expand the networking and marketing of the airport."

At present, Philippine Airports Consortium, Union Equities-Acsa Consortium, SMHC-IIAC Airport Consortium, Maya Consortium, Filinvest-Jatco-Sojitz Consortium, and GMR Infrastructure and Megawide Consortium have submitted pre-qualification documents.

The PPP Center also lists Filinvest-Jatco-Sojitz Consortium, GMR Infrastructure and Megawide Consortium, Maya Consortium, Philippine Airports Consortium, and SMHC-IIAC Airport Consortium as pre-qualified bidders.

The five airports were originally offered in bundles when they first rolled out in the previous administration. However, DOTr announced in their General Bid Bulletin No. 13-2017, issued on January 11, 2017, that the National Economic and Development Authority (Neda) Board has resolved to unbundle the Regional Airports Development, Operations, and Maintenance Projects. The unbundled airport projects will still be implemented under the public-private partnership (PPP) scheme.

On January 20, 2017, DOTr issued General Bid Bulleting No. 01-2017 inviting new bidders to pre-qualify and bid for the unbundled projects.

"Previously pre-qualified bidders in the bundled projects are considered pre-qualified in the unbundled projects, provided that there are no changes in their legal, technical, and/or financial capacity," the bulletin states.
