THE council of the National Democratic Front of the Philippines (NDFP)-Southern Mindanao Region orders for issuance of the compensation to the civilian who was injured during the offensive attack of the New People's Army (NPA) in Barangay Mandug, Davao City, last April 29.
The victim, who is in state of coma, was injured during the NPA's attack against the Lapanday Food Corporation (LFC).
In a statement issued Tuesday, May 2, the Regional Council of NDFP-SMR orders for the indemnification of Mr. Larry Buenafe, a fish vendor who was hit by an Improvised explosive device (IED).
The statement, however, claims Buenafe was far from the bomb and it was just the shockwave that injured him.
“The NDF hereby requests Third Party Facilitators from the church people, medical practitioners, civil libertarians and other advocates to expedite the public dispensation of indemnification the soonest possible time in Davao City,” the statement read.
The statement read that the order acts upon the report submitted by the Southern Mindanao Regional Operations Command of the New People's Army.
“The 1st PBB reported that a team of its Red fighters carried out the demolition action against the reinforcing troops of Task Force Davao in Barangay Tigatto after the NPA unit assaulted the LFC box and plastic plants in nearby Barangay Mandug.
The blaster-operator saw that Mr. Buenafe was far from the target military vehicle and proceeded to detonate the explosives. The shock waves and splinter, however, hit and injured him,” it stated.
The statement read that the NDF-SMR deeply apologizes to the family of Mr. Buenafe and to the public for this occurrence.
The NDFP-SMR said that the order of indemnification is a “unilateral exercise of revolutionary political authority by the People’s Democratic Government that has its own legal and judicial system and rules in accordance with its political principles and circumstances.”
"This Order of Indemnification is also in compliance with the Geneva Conventions, the Comprehensive Agreement on Human Rights and International Humanitarian Law (CARHRIHL), the NDFP Declaration of Undertaking to Apply the Geneva Conventions of 1949 and Protocol I of 1977, the Constitutional Guide for Establishing the People's Democratic Government, and the Basic Rules of the New People's Army."
The NDFP-SMR also said that the revolutionary government abides and has absolute respect for human rights and international humanitarian law.
“It is waging a just war for the genuine emancipation of the majority exploited Filipino people. The punitive action by the NPA-Southern Mindanao against the Lorenzo-owned Lapanday Foods Corporation in Davao City is just and long-demanded by the thousands of peasants, Lumad and workers in Mindanao,” the statement read.
