Benguet town bans Rugby

RUGBY sniffing in Kabayan town will soon fined.

Town councilor James Aroco, in a proposed law, aims to regulate the sale of solvents in the municipality stating in the previous years “there were information in the municipality of Benguet that some children have been engaged in sniffing rugby which reportedly affected their behavior and attitude.”

Aroco said there is a need to regulate the sale and distribution of rugby and other solvents which directly affects the physical and psychological wellbeing of an individual.

“The person who use rugby and other solvents in their trade or other activities must keep the substance in a secured place where no except him or her will have access to it,” the proposed law said.

In the law, persons found violating the ordinance will be fined P1,000 for the first offense, P2,000 for the second offense and P2,500 and cancellation of business permits for third and succeeding offenses.

Minors caught in possession of rugby and other solvents will be brought to the Municipal Social Welfare and Development Office for appropriate action as provided by law.
