The Build, Build, Build program of the Duterte administration is a welcome development. At this early some sectors are already afraid of the misuse of the P9 trillion. So many government officials and contractors are already grinning ear to ear.

There is confusion over the Anti-Distracted Driving Act. It is not a well-thought piece of legislation. President Duterte shouldn't have signed it. His legal counsel has not really studied it carefully it seems.

There are so many laws. Most are not implemented. Now this new law on driving which will penalize even the most trivial matters like placing a rosary atop the car's dashboard can be an opportunity for “Kotong cops and enforcers.”
