“HIGHLY irregular,” was how Cebu City Councilor Joel Garganera described the application of Arnold Espinoza, owner of ARN Builders, who will develop a landfill in Barangay Binaliw.
Garganera, who chairs the council committee on environment, said that the contractor declared in its barangay application on the development of a material recovery facility (MRF).
However, it was found out that ARN Builders will develop a landfill, which is also stated in the invitation for public hearing that the Cebu City Zoning Board released.
A public hearing was held yesterday but it was rescheduled because the ARN Builders representative failed to produce a copy of the environmental certificate compliance (ECC) from the Department of Environment and Natural Resources (DENR).
City Environment and Natural Resources Chief Ma. Nida Cabrera, who reportedly spoke with Espinoza, said the contractor secured an ECC from DENR Manila.
