Woman charged for illegal recruitment

THE Office of the Cebu City Prosecutor has indicted a woman who allegedly duped a teacher applicant into non-existing employment in China last year.

Prosecutor Tranne Lee Digao-Ferrer found evidence to charge Maria Isabel Bernadette Causon with illegal recruitment before the Regional Trial Court.

Causon, president of GAD Consultancy and Skills Training, recruited Judylyn Savillo to work as an English teacher in China, although the former is not authorized by the Philippine Overseas Employment Agency (POEA) 7 to hire or deploy job applicants abroad.

“The instant case falls squarely in the law’s definition of illegal recruitment,” said Ferrer in her resolution.

A P24,000 bail is recommended for Causon’s temporary freedom.

Savillo, 29, a Bachelor of Science in Computer Science graduate, said that she learned from GAD Consultancy about its hiring of English teachers in China last May 24, 2016.

Enticed by the opportunity to work abroad, Savillo said she applied. After she was assured of immediate deployment to China, Savillo paid P37,000 as processing fees to Causon.

Savillo said Causon directed her to send an email to certain Robert Blair and Laie Yu Smith for her supposed documents required by the Manila Xiamen International School.

However, the school later clarified that it did not authorize Causon to recruit applicants for English teachers in China.

The accused failed to submit her counter-affidavit, prompting the prosecutor to resolve the complaint based on the evidence presented by the complainant.
