Bacolod council ratifies landfill management deal

THE Bacolod City Council ratified the contract of services entered into between garbage hauler IPM-Construction and Development Corp. (IPM-CDC) and the City Government for the P72-million environmental and sanitary services or operation and management of landfill in Barangay Felisa.

The contract was ratified during the regular session on April 4 that was presided by Councilor Renecito Novero. Vice Mayor El Cid Familiaran was on leave.

Before the ratification, the City Council approved the request of Mayor Evelio Leonardia for authority to sign the contract of services, said Councilor Caesar Distrito, chairperson of the council committee on laws.

The request was supported by the eight votes cast by Councilors Distrito, Cindy Rojas, Dindo Ramos, Bartolome Orola, Elmer Sy, Ann Marie Palermo, Noli Villarosa, and Em Ang.

Councilor Ricardo Tan voted against it, while Councilor Claudio Puentevella was out of the session hall.

Councilor Sonya Verdeflor abstained, while Councilor Wilson Gamboa was absent.

“Because there's an urgency of the contract, which supposedly to start on April, we approved the ratification right after the submission of Mayor Leonardia’s urgent request to ratify the contract,” Distrito said.

The P72-million environmental and sanitary services or operation and management of the landfill is separate from the existing P148.5 million collection, hauling and disposal of garbage.

The nine-month contract, from April to December 2018, for the operation and management of the landfill amounts to P8 million per month.

“Since it's already ratified, the contract of services will take effect immediately,” Distrito said.
