Jail guard arrested for 'smuggling' drug paraphernalia

POLICE arrested a prison guard for allegedly trying to smuggle illegal drug paraphernalia into the Cebu Provincial Detention and Rehabilitation Center (CPDRC).

Personnel of Cebu Provincial Police Office-Provincial Public Safety Company (PPSC) intercepted Reccel Enriquez Andales in the facility in Barangay Kalunasan, Cebu City at 10:30 p.m. last Saturday.

Seized from Andales's possession were 100 lighters and two pieces of rolled tinfoil.

PPSC personnel kept the evidence, while Andales's fate lies in the hand of CPDRC Acting Warden Roberto "Bobby" Legazpi.

Possession of drug paraphernalia is punishable under Section 11 of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

In light of the ongoing presence of contraband inside the CPDRC, Gov. Hilario Davide III said they are doing everything they can to address the problem.

"Yes, that's the fact of life about contraband... Naa gihapon magamitan diha (There are inmates who continue to sniff shabu) for personal use and maybe in conspiracy with the provincial guards there. That's why we are monitoring the guards, he said in Cebuano.

Davide said he's received recommendations to remove some of the guards, but he's waiting for the result of the investigation.

He said that if they have to conduct a greyhound operation on a regular basis, this will have to be a “mini greyhound operation.”

"If we cannot eliminate the drug issue inside the jail, maybe we can at least reduce it,” he said in Cebuano.

Davide said they are looking into the possibility of replacing all the jail guards, but the problem is finding their replacements.
