Pangan: Transition blues

LAST JULY 3, former board member Crisostomo Garbo took over the reins of the Mabalacat City Government after a protracted battle at the Commission on Elections (Comelec) over the disqualification of former long-serving mayor Marino Morales.

With the installation of Cris Garbo, the Comelec has disregarded the rule on succession and instead insisted on the doctrine of installing the candidate who garnered the next highest votes. So, there.

Naturally, Mayor Cris brought in his team: Lawyer Emmanuel Ignacio, former Comelec provincial officer as the City Legal Officer vice Lawyer Ma. Victoria Castro Rivera Gillera and CPA-lawyer Aileen Rigor as replacement for the deceased Teodoro David, the former City Accountant. I wonder who would replace the late Malou Paras Guintu who predeceased her boss Ted.

I heard that all those occupying co-terminus positions as Mayor Boking will be replaced. Executive Assistant Marino G. Morales, Jr., has since tendered his resignation to allow the choice of Mayor Garbo to take over.

Rosan Paquia, CPDC, was appointed again as City Administrator vice the equally hardworking Bernard delos Reyes.

The new team of Mayor Cris has started implementing reforms at the

City Hall. The new mayor has ordered the inventory and recall of all city government vehicles and other assets. The inventory should include the heavy equipment acquired by the city through soft loans.

Department and office personnel were also summoned and interviewed to ascertain their relevance and performance. They came in groups successively to be interviewed exhaustively by Lawyer Ignacio et al.

Over at the Treasurer's office, the officials thereof were verbally instructed to coordinate with the Accounting Department on the matter of releases of checks and payment of payables to keep these up-to-date.
