Capitol PIO officials face complaints before Ombudsman

TWO radio broadcasters filed last Wednesday complaints against two officials of the Cebu Provincial Government before the Office of the Ombudsman-Visayas.

Charged were Jason Monteclar, Capitol public information manager, and his assistant Jethro Marvin Bacolod.

The complainants are Arnel Bacalan of radio dyRC and Isabelo “Rico” Osmeña Sr. of radio dyCM.

Bacalan and Osmeña asked the graft office to conduct an inquiry because they believe Monteclar and Bacolod violated Republic Act 3019, or the Anti-Graft and Corrupt Practices Act.

They said Monteclar and Bacolod received salaries from the Province and also collected P18,000 and P7,000, respectively, from radio dyCM.

They said this is double compensation since Monteclar and Bacolod also received commissions on all radio programs paid by Capitol.

Monteclar said he will not comment on the matter until he receives an official communication from the anti-graft office.

He said he has no quarrel with Bacalan and Osmeña, although he knows Bacalan wanted to replace him as manager of radio dyCM.
