Citom wants project on F. Llamas stopped

BECAUSE of the inconvenience and risk it brings to the public, the Cebu City Traffic Operations Management (Citom) wants the public works office to suspend the P45-million drainage project on F. Llamas St. in Barangays Punta Princesa and Tisa.

A portion of the drainage project collapsed last week due to the series of rains in the City. This prompted the contractor to request Citom to divert the traffic in the area.

The drainage is five meters deep and almost four meters wide.

Citom Operations Chief Jonathan Tumulak said they want the Department of Public Works and Highways (DPWH) to put on hold the project pending the release of their inspection report on it.

“We requested DPWH including city engineering to conduct an inspection on the site to determine the stability of the bridge,” Tumulak told Sun.Star Cebu.

Civil works of the drainage project are being done near the Tisa bridge.

Yesterday, representatives from DPWH, the City’s Department of Engineering and Public Works (DEPW), Citom and Tisa Barangay Captain Philip Zafra inspected the site.

DPWH and DEPW will release an inspection report within the week.

Tumulak said they are also asking the contractor to submit the revised design of the project and its program of works and estimates.

Zion Construction is undertaking the project, which is funded by DPWH.

Following the collapse of a portion of the project, the contractor asked Citom to reroute traffic in the area for the safety of motorists and pedestrians.

Right now, the other lane of F. Llamas St., or the one in front of Tisa Elementary School, is open to two-way traffic for vehicles bound for the north and south areas.

In a letter to Citom, Emelia Bacus, manager and proprietor of Zion Construction, asked for a one-month closure of the road to avoid another incident.

Inconvenience

But since it caused inconvenience to the public, Zafra said, concerns on traffic should be addressed immediately.

Tisa Elementary School, Zafra said, has 4,000 students.

Before the incident, Zafra already requested the contractor to install early warning devices at the site.

“Traffic signs ra ang naa pero di man na makita kun gabii (But they can’t be seen at night),” he said.

Work on the drainage project is still ongoing since DPWH has yet to grant the temporary stoppage order that Citom requested.
