COMPANIES in Davao City are urged to implement the Department of Labor and Employment’s (Dole) order on ending contractualization as there are still numbers of companies who have not yet enforced it.
Dole Secretary Sylvestre Bello III said that the department was dismayed that companies still continue to implement contractualization despite the issuance of Dole's Department Order 174 released on March, banning the labor-only contracting and the “endo” scheme or repeating hiring of workers on five-month contracts.
Bello said most companies in the country have already ended the endo scheme and what remains to be existing is the problem of contractualization.
A fast food chain in the city, he said, reported to him that it already regularized hundreds of its employees but he found out after reviewing submitted documents that the employees were regularized by the service provider company and not by the fast food chain itself.
"If you regularize your employees, they should be regularized by the principal company and not by the service provider company," Bello said.
He added that regional offices of Dole are currently reviewing companies that should no longer allow contractualized employment as there are also some companies, specifically construction companies, which are exempted from the order.
Bello said Dole-Davao Region will conduct a special assessment and visit to establishments and inspect the employees and employers' welfare starting this month or next month.
"That is why we need to hire and train 2,500 regular labor inspectors for Dole to intensify the assessment and inspections for the laborers. The application is still open so you may visit your Dole regional offices to inquire and register," he said.
