Quiamco ‘in Crame’ during raid

COULD Police Officer 3 (PO3) Ryan Quiamco be in two places at one time?

A source in the Police Regional Office (PRO) 7 said the slain police officer was marked present in the attendance at the Police Holding Admin Unit (PHAU) in Camp Crame on the day operatives from the Regional Special Operations Group (Rsog) 7 conducted a drug bust in Barangay Pooc, Talisay against him.

You just pay P6,000 and you will be marked present. There are so many of them there and each one pays that much),” the source said.

The source, who was tasked to do a 24/7 surveillance on Quiamco, said that since President Rodrigo Duterte tagged the latter as a narco-cop and the officer was asked to report to Camp Crame, Quiamco didn’t stay long there.

During the monitoring, they found out that Quiamco did not stop his illegal drug transactions.

PRO 7 Director Chief Supt. Jose Mario Espino, upon knowing the information from reporters, said they will investigate.

“We do not know that and we will still conduct an investigation why that report came out that he has an attendance in Camp Crame and he is here in Cebu,” Espino said.

The PRO 7 will also move for the civil forfeiture of the millions worth of vehicles and properties owned by Quiamco.

Espino said that because they already conducted a lifestyle check on Quiamco, the results will now be the basis for the civil forfeiture.

“What will be done is based on the operation that we conducted. This will bolster further the civil forfeiture cases that we’ll file against the Quiamcos on their properties,” Espino said.

In his Talk to the Troops in Ozamiz City, Misamis Occidental, Duterte showed a new list of judges, policemen and government officials involved in drugs.

Espino said that the policemen in the drug list in Central Visayas who were asked to report to Camp Crame and refused to be assigned to the Autonomous Region in Muslim Mindanao (ARMM) were ordered dismissed from service.

“But even if they’ve been dismissed, we still continued our monitoring of them,” Espino said.

Chief of the Regional Internal Affairs Services (RIAS 7), Senior Supt. Jose Carumba, said Quiamco has not registered vehicles under his name.

Pag marunong umiwas sa kaso, minsan talaga pwede nilang gawin yan. Naka-name sa relatives niya, ganoon ang pagka reading namin (They do that because they know how to avoid the law. They register their properties under their relatives’ names),” Carumba said.

The RIAS chief said that if a witness will come out and say that the vehicles were the ones regularly used by Quiamco then they can identify those as his even if these were registered under other names.

Quiamco also allegedly owned five houses, one of which was traced to an exclusive subdivision in Cebu City, and a cock farm with 400 gamefowls.

Based on records of the Regional Internal Affairs Services (RIAS) 7 from the Land Transportation Office (LTO), Quiamco owned a Toyota Hilux 2013, Ford Fiesta 2014, Isuzu D-Max 2014, Ford Ranger 2014, a Montero and 20 unregistered motorcycles.

It’s a question of data when we can prove that these were his,” Carumba said.

Carumba said they will also trace Quiamco’s bank accounts through the Anti Money Laundering Council. (JOB with AYB)
