ICAD-Davao holds 1st meeting

THE Department of Social Welfare and Development (DSWD) initiated the first Orientation and Meeting of the Member Agencies of Inter-Agency Committee on anti-Illegal Drugs (ICAD) Rehabilitation and Reintegration Cluster in Davao Region last August 10 at the Ateneo de Davao University.

The meeting’s objectives include: to increase knowledge and understanding of the regional focal persons or member agencies of the ICAD Cluster on Rehabilitation and Reintegration and the TWG members of the DSWD on the Yakap Bayan Framework of Intervention on Rehabilitation and Reintegration; to know the programs, services, interventions of partner agencies; to support the rehabilitation, reintegration, aftercare of recovering drug dependents (RDDs) and their families; and to discuss the referral arrangements to appropriate agencies on how RDDs can avail of the programs, services, interventions from the partner agencies and the requirements needed.

Dahlia Padillo, DSWD coordinator, shared that DSWD has framed a program dubbed as “Yakap Bayan” which aims to assess and assist drug surrenderers as they turned their lives around and help them become productive members of the society. This program will be implemented in coordination with the national government agencies tasked to provide programs, services and activities for the rehabilitation of drug surrenderers, both community and residential based.

The meeting was attended by the regional directors or their representatives from the Department of Health (DOH), Department of Justice (DOJ), Department of Labor and Employment (Dole), Department of Environment and Natural Resources (DENR), Department of Education (Deped), Tesda, Department of Agriculture (DOA), PDEA, Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI), Bureau of Jail and Management (BJMP), Philippine National Police (PNP), Commission on Higher Education (Ched), Department of Justice (DOJ), Department of the Interior and Local Government, Bureau of Fire Protection, Civil Service Commission (CSC), Armed Forces of the Philippines (AFP), National Bureau of Investigation (NBI) and Bureau of Correction under Cluster IV of the ICAD.

The Ateneo de Davao University – Center Against Illegal Drugs (CAID) and the City Drug Abuse Council (Cadac) were also invited to share updates on their program and initiatives on war against illegal drugs.

Progress as to Community Based Rehabilitation was also highlighted, helping drug reformists recover from substance abuse and live life sober.

Mr. Asec Anton, DSWD RSW and other representatives from DSWD facilitated the activity.
