Capitol eyes private group to run LGU pavilions

THE Provincial Government of Negros Occidental is planning to get the services of a private management group to run the pavilions of the local government units (LGUs) at the Panaad Park and Stadium in Barangay Mansilingan, Bacolod City.

Ma. Lina Sanogal, provincial planning and development officer, said Monday, April 23, that this is relative to the plan of the Province to make Panaad a whole year round tourist destination to compliment with the other permanent structure like the organic market, the bamboo village, the livestock center and the impending transfer of the zoo and facilities of the Negros Forest Foundation.

She said Ceres Bus Liner will also ask the Provincial Government to make their exhibit permanent on the structure that they have rented from the province.

Jade Seballos, of the Legal Department of Vallacar Transit that owns the Ceres Bus Liner, said they have built a semi-permanent structure during the Panaad Festival where they featured the history of Ceres bus, on how it came to its present status as the leading bus company in the country.

The structure also features the company's products like the bus spare parts made at their main office in Barangay Mansilingan.

Sanogal said the plan to hire a private management group will free LGUs of the burden of hiring people to manage their pavilions in Bacolod City.

"They will just have to pay a certain amount to the management group and they will take care of the maintenance of the facilities. It will not mean that the Capitol will be hands-off the responsibility but it is better that it will be managed by a private group because it is cheaper than paying employees to do the work required," Sanogal said.
