More complaints filed vs. Cebu City engineering personnel

MORE graft complaints were lodged against four personnel of Cebu City’s Department of Engineering and Public Works (DEPW) for allegedly falsifying public documents to favor a private contractor of a government project last year.

Architect Florante Catalan filed administrative complaints for usurpation of authority and arrogance in office against his colleagues before the Office of the Ombudsman-Visayas.

“It is very clear and obvious the illegal concerted efforts of the personalities to get rid of me to attain their purpose of giving favors to the contractors for financial consideration at my expense,” read Catalan’s complaint-affidavit prepared by his lawyer Alfonso de la Cerna.

Named respondents were Engr. Josefa Ylanan, officer-in-charge of DEPW; Nilo Igot, acting assistant city engineer; and Ma. Lilibeth del Mar and Vilma Tonacao, the engineering assistants.

Catalan is also the DEPW’s Construction Division chief.

Catalan earlier filed criminal and administrative charges before the ombudsman accusing the city engineer’s personnel of five counts of falsification of public documents, oppression, grave abuse of authority and grave misconduct.

Ylanan, in a separate interview, said she will not comment until she receives a copy of the complaint.

In his complaint-affidavit, Catalan said he recommended the extension of the project completion of road concreting and improvement of drainage system in Barangays Agsungot and Cambinocot in August 2016.

The contractor, JO Builders, cornered the barangay projects.

The original contract duration was 120 calendar days with an extension of 30 days.

But the respondents allegedly conspired to revise the contract duration from 120 days to 150 days.

The completion date was also changed from Aug. 11, 2016 to Sept. 9, 2017.

Catalan said that the respondents “maliciously” changed the completion date in favor of the contractor, which prejudiced the City Government. He said that Tonacao countersigned the changed dates of the revised time extension.

Catalan said he informed Ylanan about the issue, but to no avail.

“(The respondents) with ill-motive has no qualm in subjecting me to great humiliation, embarrassment and moral degeneration and indescribable pain of undergoing vicious and condemnable acts done on me,” said Catalan in his affidavit.

He also asked the ombudsman to place the respondents under preventive suspension, pending the conduct of a preliminary investigation. (GMD)
