COA finds double pay for 20 teachers in Davao

A COMMISSION on Audit (COA) report found that some teachers under the Madrasah Comprehensive Development and Promotion Program (MCDPP), a locally-initiated education program by the City Government of Davao, were also receiving pay for a different program.

In its annual audit report, it showed that 20 of the city's Local School Board (LSB)-hired MCDPP teachers are also in Department of Education (DepEd)'s Arabic Language and Islamic Values Education (Alive) program payroll. The Madrasah program has a total of 55 teachers under the city government's payroll.

MCDPP program is different from DepEd Alive program and has different sets of teachers who should not work in both programs.

The COA disclosed that there is a double payment given to the teaching personnel after its data gathering has shown that they were receiving regular monthly compensation as teachers from both programs, which is against Article 9(B), Section 8 of the 1987 Constitution.

"No public officer or employee shall receive additional, double, or indirect compensation," the constitution said.

DepEd Davao City Schools Division Superintendent Dr. Maria Ines Asuncion, in a letter-reply to COA, said there is no double compensation to the listed teachers as payment made under the DepEd Alive program was intended for the services rendered during weekdays while payment made under the MCDPP was intended to compensate the services rendered during the weekends.

The commission then verified the statement and revealed that entries in the Daily Time Record submitted by the concerned employees as attachment to their monthly payroll were on a daily basis from Mondays to Fridays or during weekdays as certified by MCDPP program director which contradicts what the division superintendent said.

"Double payment constitutes an unnecessary expense on the part of the city government to personnel whose services and beneficial use were not enjoyed by beneficiaries of the MCDPP program," COA said.
