Suspect in Cebu businessman's murder readied for jail

DAVAO CITY -- Former Regional Intelligence Unit-Davao chief, Police Superintendent Leonardo Felonia, was set to be jailed either at the Davao City Police Office or the Ma-a City Jail in relation to the murder of Cebu business tycoon Richard Lim King.

DCPO spokesperson Senior Inspector Milgrace Driz said that Felonia arrived at the Investigation Detection Management Branch of DCPO around 3:20 p.m. Friday and was to undergo some booking process, including having his mug shots taken, before being detained.

"He arrived at 3:20 p.m. of June 26. We had him booked, had his mug shots taken, and he underwent medical check-up before he was brought to court. We still do not know where he will be detained. The court will decide whether it will be at the DCPO or the City Jail," Driz said.

She added that Felonia will not receive any special treatment. They will just provide the needed security.

DCPO Director Vicente D. Danao vowed that they will serve the arrest warrant on Felonia.

"Nag-serve lamang po tayo ng warrant of arrest; wala ng iba pa. Itong ginawa natin, wala itong personalan, trabaho lamang," Danao said.

Regional Trial Court Branch 16 Judge Emmanuel Carpio issued the arrest warrant against Felonia dated February 3, 2015,.

"On the documents presented by accused Felonia, such as report on the forensic examination dated July 4, 2014, Soco report dated June 26, 2014, exchange of text messages and memorandum report from the PNP crime lab, the court finds them to have no bearing in the resolving the probable participation of accused Felonia as the one who ordered the killing victim Richard L. King," the warrant read.

Carpio pointed to the extrajudicial confessions of the self-confessed killers and conspirators Paul Dave Labang and brothers Rommel and Rodel dela Cerna.
