Viray: Mr. Kalasag

KALASAG is a shield.

Kalasag is our protector against risks and disasters. In case of accidents, Kalasag is to lessen the injuries. In case of disaster, Kalasag is to mitigate the loss.

Since the City of San Fernando is prone to floods and typhoons, the Disaster Risk and Reduction Officer is on duty twenty four hours a day, seven days a week. With the advent of motorbikes, traffic accidents have multiplied by leaps and bounds. The Civil Defense Officer is on his toes – a super human effort.

Fortunately the CDRRMO – City Disaster Risk and Reduction Management Office is headed by a dynamo. He is there when you need him. Just like Spiderman, he is the first to arrive in case of a danger. In case of a road collision, any minute is crucial to save the injured. The sound of the ambulance roar assures the victims that responders have arrived. Isolated persons by reason of floods pray for a rescue team to be served from drowning.

Under his leadership, the City unit has been awarded the Kalasag Award for 2017. First place in risk reduction – Component City. In short, he is the best DRRM Officer in this part of the country.

He is also 2017 Praise Awardee for the Civil Service Month Celebration. His office is cited as the Best Performing Group.

The man does not allow grass to grow in his path. He is a blessing to any group. As if he is not pre-occupied, this officer is a member of the City Choir. He is also one of the members of the Share a Joy, Donate a Toy Committee this Christmas season.

“There are things that money cannot buy and the smile of a child brings joy to the giver”, he gushed at the opportunity.

Civil Service is in his DNA. His ascendants and relatives have served the City of San Fernando in various capacities for nearly a half of a century. He rose from the ranks. He started as a tax mapper in 2007 and steadily attained his head of office status in 2012. He is happily married to Aubrey Quiambao. They are blessed with two children – Patrick Karsten, 13 years old and Cheena Gwyneth, 11 years old.

Life is little less riskier,

Life is less disastrous,

When the people tasked to do the job, are equal to the task.

We don’t need Superheroes,

We don’t need Spiderman,

We don’t need Superman,

We don’t need a Wonder Woman,

We don’t need Darna,

All we need is the leadership and grit of the DRRM Officer.
