Bacolod City Council to make stand on P232-M Ceneco charges

BACOLOD City Councilor Renecito Novero said yesterday he will discuss with the members of the City Council the P232-million additional charges of Central Negros Electric Cooperative (Ceneco) that will be passed on to consumers.

“We will discuss this so that we can make our own stand because this is very disadvantageous to the consumers,” Novero said.

The Energy Regulatory Board (ERB) had earlier approved the application filed in 2013 for the approval and confirmation of the load factor-based pricing scheme on a monthly reconciliation of the unaccepted contract quantity of the agreement Ceneco and Kepco-Salcon Power Corporation (KSPC) with motion for the issuance of provisional authority.

The order stated that Ceneco is directed to pay KSPC P232,010,090 for the recovery of the unpaid unaccepted contract quantity from July 26, 2011 to November 25, 2013.

Ceneco is authorized to recover from its consumers the amount of P232 million at a monthly rate of P0.0817 per kilowatt hour for a period of 50 months or until such time that the full amount have been recovered, the order further stated.

Before the implementation of the order, Novero said Ceneco should present their justification that they will impose it on the consumers.

“They should explain it to us because consumers will suffer from these additional charges,” he said.

Novero also supported Resolution 1404 filed by Representative Greg Gasataya urging the House committee on energy to look into the order of the ERB for KSPC and Ceneco to collect the amount.

“They have the basis for the investigation and it could help filter and determine the legitimacy of the order,” he added.

The Social Action Center had earlier filed a motion for reconsideration, stating that the signatory of applicant Ceneco has no authority to sign the petition and failed to comply with the rule on certification of non-forum shopping.
