City officials want Athletic Bowl review

BAGUIO City officials are joining the call to review the proposal and withdraw of the Athletic Bowl development.

Councilor Fred Bagbagen has proposed a resolution inviting City Legal Officer Melchor Rabanes, Mayor Reinaldo Bautista Jr. and the Korean investors' representative An Ho Yul to a council meeting.

Bagbagen wants to invite Rabanes to enlighten the City Council regarding the legality of Resolution 515, which allowed Bautista to enter into a memorandum of agreement with An Ho Yul.

Bagbagen said: "In the second whereas of the MOA, it was stated that the First Party is the manager/owner of a property known the Athletic Bowl."

He added, "the above allegation is contrary to the MOA entered into by the Philippine Tourism Authority, the National Parks Development Authority and the City of Baguio on January 20, 1998, wherein what was merely ceded was 'the management, administration and maintenance of Burnham Park' which includes [the] Athletic Bowl."

Bagbagen said, "The MOA entered into by Mayor Bautista might also be in violation of the provisions of RA 7718."

An Ho Yul will also be requested to submit the terms of reference and proposed development plan of the project.

Meantime, Councilor Perlita Chan-Rondez delivered a privilege speech as of Tuesday, questioning the authority granted to Bautista to enter into such agreement with An Ho Yul. (Visha Calventas)
