Construction of animal hub still on hold

BACOLOD City Office of the Building Official (OBO) head Engineer Isidro Sun Jr. said Wednesday, May 2, they will not lift the work stoppage order on the construction of Negros First Animal Hub at the Panaad Park and Stadium in Barangay Mansilingan until all the requirements are met.

Sun said he already received the reply of the Provincial Government on the notice violation and stoppage order that was served to the Province on April 25.

He said the letter was signed by Lucille Gelvolea, acting provincial administrator.

In her letter dated April 27 to Sun, Gelvolea said the construction of the building is unauthorized by the Province of Negros Occidental there being no contract, award nor notice to proceed signed or issued in favor of any contractor relative thereto.

Upon discovery of such unauthorized construction, the Province canceled the pre-bid, bidding and other procurement activities intended for the proposed project, she said.

She added the Province immediately ordered the stoppage of such unauthorized construction as of March 22.

Currently, this is the subject or an investigation by an investigation team created for the purpose as per the directive of the governor.

Sun said they will not issue another notice of violation since the Province already replied with it.

He said the Province also complied with the work stoppage order and the City will only lift its order once the contractor will show up at OBO to secure a building permit.

OBO served the work stoppage order and notice of violation to the Provincial Government as the construction of the controversial Negros First Animal Hub, which didn't undergo a bidding process, has no building permit.
