School officials ask to implement zoning ordinance

AS BUSINESSMEN are in the process of renewing their business permits again, the Baguio Character Council asked that in the process of renewing permits, ordinances that regulate their operation should likewise be implemented.

A joint petition signed by concerned, teachers, school administrators, students and parents asked all officials involved in the processing of business permits to strictly implement the zoning ordinance of the city.

The petitioners said that the time of operation and prescribed distance of establishments, which sell liquor from government hospitals, churches and schools should be strictly implemented.

They said the period of renewal of business permits is also the appropriate time for the City Hall to check on the compliance of establishments, which were previously tolerated.

The petitioners asked the city officials in charge of the permit renewal to pay attention to prohibited zones such as at Naguilian Road, Abanao Street and Rizal barangay.

"There are many church members and parents of students who are petitioning (to the) city officials to enforce ordinances to control abuses or stop those operating vice businesses," a portion of the petition stated.

The petitioners stressed that the time of operation and the prescribed distance of a particular establishment from churches, hospitals and schools has to be strictly observed.

The petition contained, among other things, a matrix of prescribed hours of operation and distance requirements.

For establishments that sell retail liquor, it should be around 50 meters away from churches, hospitals and schools and should operate from 9 a.m. to 9 p.m. only.

For beer gardens, cocktail lounges and nightclubs, should 200 lineal meters from religious, educational and government institutions, and their time of operation is from 5 p.m. to midnight.

Dance halls, which do not serve any alcoholic beverage, should be 200 linear meters from the institutions and the time of operation is from 7 p.m. to 2 a.m.

For amusement halls, 1,000 linear meters and the prescribed time of operation is from 5 p.m. to 9 p.m.

Billiard halls should at least be 50 meters away from the institutions and their time of operation is from 9 a.m. to 9 p.m. only. (Rimaliza Opiña)
