DILG to add anti-corruption program on SK mandatory training

THE Sangguniang Kabataan (SK) mandatory training that is being conducted in Iloilo City will be more enhanced with the “Bantay Kaagapay” program.

According to Department of Interior and Local Government (DILG) city director Ferdinand Panes in an interview on May 22 at Iloilo City Hall, they received an advisory in which they will add the soon-to-be-launched program by DILG Sec. Eduardo Año on the training.

This anti-corruption program will be included on the code of conduct module of the training. It mainly focuses to fight corruption in barangays wherein they find SK officials to have a huge contribution on the campaign.

The mandatory training content covers good governance, SK history (salient features), sessions and resolutions, planning and budgeting, code of conduct and ethical standards.

The grand launching of the program is expected to be held within the said semester.

As per the guidelines of the DILG and National Youth Commission, the training started last May 17.

The nationwide training is a primary requirement before the elected SK officials can assume their respective offices.

Schools reported to cooperate with the training were West Visayas State University (WVSU), University of the Philippines Visayas (UPV), Central Philippine University (CPU), Institute of Science and Technology University (ISAT-U) and University of San Agustin.

The schools were tasked to facilitate the training and also, to select the speakers for it.

At present, the first batch, the district of La Paz have already attended the training with SK officials from 25 barangays that was catered by WVSU at Iloilo Grand Hotel.

In City Proper, there were about 45 barangays facilitated by the University of San Agustin on May 21 at Madison Hotel and Grand Tower Suites.

For the third batch, CPU will handle the SK officials in Jaro district on May 24 at their CPU conference room and Knowledge Development Center.

While the district of Arevalo, Mandurriao, Molo and Lapuz will be under ISAT-U and UPV on May 26.

Panes said that they are trying to arrange another schedule to those officials who failed to attend the training.

“Hopefully, all of the officials will be able to attend before they can assume the office,” he added.

If an official fails to attend the training, they will not be allowed to participate the SK federation election.

Panes said that before an officer will be registered on the federation election, they are required to present the certificate of attendance of the SK mandatory training.

The election which will be scheduled on Friday, May 25. It has no filing of certificate of candidacy and participants will nominate the candidates.

The federation should be filled up with the positions of president, vice president, treasurer, secretary, auditor, pro and sergeant-at-arms.

Panes will provide further information on day of the SK federation election.
