THE Bacolod City Council passed a resolution directing the Department of Agriculture through lawyer Goldwyn Nifras, city agriculturist, to immediately make representation to the Regional Field Office VI in Iloilo City for the national mitigation program in preparation for the El Niño or dry season.

Said resolution was proposed by Councilor Alex Paglumotan, chair committee on agriculture and fisheries.

DA has allocated P2.58-billion fund as mitigating measures under the Task Force El Niño program of the National Government intended for the cloud seeding operations, construction of water support schemes, provision of high breed seeds, farm implements and fertilizer to farmers and the distribution of animal stocks, biologics and drugs for livestock growers.

The task force will oversee the implementation of mitigating measures with DA as a body that will carry out the program especially on the 23 highly vulnerable areas and the 24 moderately vulnerable areas identified by the task force that will be hit by the phenomenon.

The City Government assured the DA will be on top of the situation when the phenomenon already hit the province of Negros Occidental also affecting the city.

El Niño is the unusual warning of sea surface temperatures along the equatorial pacific that is usually characterized by below-averaged rainfall.
