Councilor calls for Session Theater's closure

BAGUIO City is intent on safeguarding the health of its residents as a councilor is now pushing for a non-renewal of business permit of an establishment along Session road.

A proposed resolution authored by Councilor Isabelo Cosalan Jr. is calling for the denial of business permit renewal of Session Theater building, as its owners have not complied with orders to repair a busted sewer line along Diego Silang Street.

The building is managed by Odette Nassr.

Cosalan said: "The sewer line of the Session Theater building has (burst) with foul smelling sewerage overflowing on to the street posing a danger to health and (has become a) public hazard."

In a memorandum to City Health officer Florence Reyes dated December 21 2009, Sanitation Inspector Mario Buccat said, "The sewer line of the establishment is defective which is in violation of PD (Presidential Decree) 856 Chapter 19, Section 85 sub sec a."

Buccat recommended the revocation of the establishment's sanitary permit and the immediate closure of the business until such time the management will institute the necessary measures to correct the nuisance created.

Buccat also issued a notice of sanitary defects and violations to Nassr last November 18, 2009, which enumerated the violation of pest control ordinance, violation of general order 13 on cleanliness, violation of Code of Sanitation, and violation of improper disposal of refuse.

Cosalan said the establishment's business permit should be withheld because "it is apparent the management of the Session Theater building has not exerted any effort to rehabilitate the busted sewer line oblivious to the health, social and traffic mess it is creating." (Visha Calventas)
